Hiring: Public Health Coalition Facilitation & Strategic Planning Consultant
Location: Grand County, Colorado (Hybrid – On-site facilitation and stakeholder meetings required)
Duration: 4-Month Contract Consulting Services
Grand County Public Health (GCPH) is seeking an experienced Public Health Coalition Facilitation & Strategic Planning Consultant to lead a county-wide initiative focused on improving community access to medical, dental, and behavioral health services. The consultant will facilitate cross-sector collaboration, synthesize community health data, engage stakeholders, and develop an actionable strategic framework that transforms coalition discussions into measurable improvements in access to care.
✔ Conduct environmental scans and synthesize community health assessment data, meeting records, and stakeholder feedback to identify systemic barriers to healthcare access.
✔ Facilitate one-on-one stakeholder interviews ("Barrier Briefings") with medical, dental, behavioral health, and community partners to identify referral and care coordination challenges.
✔ Design, facilitate, and lead Action Summits using Results-Based Accountability (RBA) and collaborative facilitation methodologies.
✔ Lead prioritization workshops to evaluate community initiatives based on implementation feasibility, community impact, and sustainability.
✔ Establish and facilitate cross-functional workgroups focused on high-priority "Quick Win" initiatives that improve healthcare access.
✔ Develop a comprehensive Access to Care Strategic Framework with measurable goals, implementation roadmap, timelines, and Key Performance Indicators (KPIs).
✔ Draft and facilitate Memorandums of Understanding (MOUs) and partnership agreements among coalition organizations to establish accountability and long-term collaboration.
✔ Develop a Coalition Sustainability Toolkit, including facilitation guides, governance recommendations, performance tracking methods, and knowledge transfer documentation for Grand County Public Health staff.
✔ Monitor project progress, stakeholder participation, and performance metrics while providing regular status updates and recommendations throughout the engagement.
✅ Demonstrated experience leading public health consulting, coalition facilitation, or community health improvement initiatives.
✅ Strong expertise in stakeholder engagement, strategic planning, workshop facilitation, consensus building, and cross-sector collaboration.
✅ Experience conducting community health assessments, environmental scans, qualitative research, and data synthesis.
✅ Proven ability to develop implementation roadmaps, strategic frameworks, performance metrics, and measurable action plans.
✅ Experience facilitating Results-Based Accountability (RBA), strategic planning workshops, prioritization sessions, or similar collaborative decision-making methodologies.
✅ Experience drafting partnership agreements, Memorandums of Understanding (MOUs), governance frameworks, and sustainability plans.
✅ Excellent communication, presentation, facilitation, conflict resolution, and project management skills.
✅ Experience working with public health agencies, healthcare providers, local government, nonprofit organizations, or community coalitions is highly preferred.
